I screen over the phone.
I really go by the way a client speaks to me - it is a great clue on how he may treat you in private.
Some just never make it pass the 1st call while others are questioned more closely.
Even if a person gives all the right answers but my gut says "No" - I deny gracefully.

That is the best way, go with how you feel about the client and then make the appointment.
